New Archive pages to develop

1. We need to look at a page that provides a start time for each model dataset we get, a mean end time (when the data are at TAMU's archive), [Time NowTime files were written & completed], and today's delta from the mean end time.

2. We NEED a monitoring tool for LSM that looks at availability of the various sites, times of arrival of products, site latency, etc. We're already getting 'rtstats' from all partners and need to learn more about exploiting it. We need other tools.

3. We need our own test-bed site to exploit the OGC web services Charlton's producing, to test new products (Voronoi polygons instead of polygonal averages of nodal points for water levels...).
